Description

According to this rfc, please remove patrol rights from the bnwiki autoconfirmed users group and create an separate user group called patroller. This user group is only include patrol rights and the local administrator can add or remove this group from an account.

Noticed there's already a group called reviewer has patrol (and suppressredirect) rights granted, is a new patroller group really needed?

Yes, that's necessary. bnwiki reviewer groups are complicated, they also able to review Pending changes, this group created mainly for this purpose. So this user right only granted to the trusted and long term volunteers.
