Description

Split out of T290733, this task tracks work for announcing the "no-results" message that shows when a Lookup gets focus without results.

We should probably take inspiration from what is done in Codex where this works: https://doc.wikimedia.org/codex/main/components/lookup.html

After the latest Wikit prerelease containing a fix to the lookup component this works well using NVDE on Firefox on a windows machine.
