Currently, the documentation for the wikidata.org extension is lacking some more information about what this extension does, how to set it up for development, and how to run various day to day development tasks. In order to make this extension more developer friendly, this needs to improve.

Acceptance Criteria
README.md includes the following

• A general explanation about the various maintenance scripts and features, the extension adds on top of Wikibase
• Developer Setup instructions
• Instructions on how to perform day to day dev operations, such as testing, linting, fixing etc.
