"Note: this page is only X minutes old" doesn't fire at the right times

Description

Steps to replicate the issue (include links if applicable):

  • Visit Special:NewPagesFeed
  • Click on an article
  • Try to place a maintenance tag

What happens?:

  • If you are in an Indian timezone, the window where this shows up is greater than what it is supposed to be (30 minutes). so an article that is hours old will incorrectly receive this warning
  • If you are in USA Pacific timezone, you won't receive these notices at all

What should have happened instead?:

  • Receive these notices if and only if an article is between 0 and 30 minutes old
