Steps to replicate the issue (include links if applicable):
- Navigate to group 0 or 1 wiki (for example https://www.mediawiki.org/wiki/Help:Magic_words)
- Collapse the left menu and the ToC
- Then open either the left menu or the ToC (or both)
What happens?:
The content width limitation is present when there is no elements in the left-hand area (sidebar, ToC). However, after expanding any of those, the article occupies the rest of the space.
Both collapsed (width limited as intended):

What should have happened instead?:
AFAIK, the width limitation should take place always when reading an article (or at least I assume so after reading: https://www.mediawiki.org/wiki/Reading/Web/Desktop_Improvements/Features/Limiting_content_width)
Software version (skip for WMF-hosted wikis like Wikipedia):
wikis in group 0 and 1 (group 2 is unaffected (yet?)) - checked on mediawikiwiki, plwikinews, plwikisource and howiki; plwiki and enwiki are fine
