Use https://docs.gitlab.com/ee/api/integrations.html#custom-issue-tracker to add rudimentary phabricator integration to gitlab projects.
To avoid dependency ordering issues based on which is created first, an ideal implementation would monitor phab project creation and update any gitlab projects owned by the same tool automatically.
