Update: @cmooney and me we have been working on this, and found that we're affected by Debian bug #989162, which renders our network setup unusable.
We'll keep an eye on the Debian bug, and contribute to it, while also trying to workaround the problem by means of our puppet setup.

With that last change, cloudnet2005-dev successfully reboots and gets the network correctly configured.
We then moved to cloudnet2006-dev and the change was smooth.
Both are now on single NIC.
