This is expected behavior: I believe that countries only show up after their first valid upload. Armenia seems to be correctly denoted here: https://commons.wikimedia.org/wiki/Module:WL_data

There is known issue, which requires adding manual exceptions for contests for Armenia. Please see: https://phabricator.wikimedia.org/T284129
I've added line in GitHub and made a pull request, but I believe we'll need @JeanFred help to merge and deploy.

Also is there any fast hack to make this futureproof? Haven't had a chance to tinker with codebase.

Merged @Xelgen ’s PR (thanks!) and deployed the changeset.

Armenia is now populated for WLM 2022:

(Eventually I should reverse e810058b and stop expecting the category name to be “Images from Wiki Loves Monuments in Armenia & Nagorno-Karabakh” as it seems it was the exception and not the rule.)
