Once we are done running DiscussionTools A/B tests (T252057, T277825, T280897, T298062, T302358), we should remove the wgDiscussionToolsABTest config setting to simplify future maintenance. The code is not really reusable anyway, since we changed it every time to fit each test's unique requirements.
