Parsoid returns mediawiki-internal codes in the Content-Language header

Description

Parsoid return mediawiki-internal codes (like sr-ec) in the <meta http-equiv="content-language" content="sr-ec"> header it emits. This is wrong: we should be using BCP 47 codes here.
