I presented the draft to the team in early February. I just finished making a bunch of changes based on their suggestions. Now I'm waiting for any further suggestions or discussion before considering it done.

The next step will be to post everything publicly.

The metrics and instrumentation plan is polished, well-documented, and approved.

Reopening this to represent a little work I still need to do polishing the instrumentation tasks (T341044 and its subtasks).
