[Sub-epic] Add basic instrumentation

Description

User Story

As a product team we want to understand how users are interacting with the incident reporting system so that we are able to optimize their experience as we progress.

Requirements

Set up event logging that that covers all events in the reporting workflow

Overall statistics that we want to calculate:

  • How many users attempted to file a report
  • How many successful reports were made
  • How many different types of incidents are being reported

Note
New events should be added whenever new steps are added in the following iterations. Check here the overall metrics and instrumentation plan.
