url to mediawiki instead of interwiki

Description

in MediaWiki:Twocolconflict-preference-enabled there is an interwiki to the mediawiki help, but this not works if a site that use the mediawiki software has a proprietary map of url/abbreviations/links. It's better to use a url.

This change ensures that the link works correctly on sites with proprietary URL mappings.
