Allow translation of only the article title

I would like to be able to mark only the title of a page for translation and not its content.

Use case(s) (list the steps that you performed to discover that problem, and describe the actual underlying problem which you want to solve. Do not describe only a solution):

I would like to translate the Wikidata administrator's noticeboard title so that when the page name is used on other translated pages we can just use [[Special:MyLanguage/Wikidata:Administrators' noticeboard]] and we don't have to derive it from a translation message of a template on the page like we have to do on Wikidata:Community portal:

We can't mark the page for translation because it is a talk page and we would have to re-mark it for translation every time someone edits the page which is quite frequently. It would also confuse editors and translators why the entire page is marked for translation but not everything is translated.

I'm afraid that this is a corner case not to cover by additional code complexity...

Actually, it’s still possible by placing <translate></translate> (with no content in between) on the page. However, this requires the page to be marked for translation after each change, which isn’t useful on discussion pages.
