Description

In the maintenance tag panel, once T320883 is closed and we have a quick filter ability, we will want "all tags" (not just a limited subset such as "common") to be at the top and to be the default. That way folks can easily search all tags, not just a limited subset.

Can merge this one before T320883 though if needed. Order isn't that important.

move "all tags" category from bottom to top
select "all tags" category by default

Adding "all:{}," after line 121 of https://en.wikipedia.org/wiki/MediaWiki:PageTriageExternalTagsOptions.js would work to move the ''all tags" to the top of the list. Made an edit request for the test wiki here.
