Add Sorani Kurdish (ckb) CLDR localisation overrides for time units

Description

DiscussionTools uses CLDR data to display timestamps under sections headings, such as "5 months ago". CLDR is missing translations for Sorani Kurdish (ckb). Per request at https://www.mediawiki.org/wiki/Topic:X2yggw2af1cfzmdr we'd like to add local overrides. (And then perhaps someone can figure out how to submit them upstream?)
