Description

This test is a little baffling. It does not set doValidate to false but its title implies that maybe it should? We should investigate this test and either fix it or delete it.

Desired behavior/Acceptance criteria (returned value, expected error, performance expectations, etc.)

"static validation is skipped" test will be ...
- fixed and re-enabled OR
- deleted
