Description

Convert the existing Preact components into Vue components, adapt theme. This probably also needs some work on the transitions / skin adjuster. The current Desktop banner uses an old version of the multi-page form and should be brought in sync with the Desktop banner for wikipedia.org

Acceptance Criteria:

Desktop WPDE banner is ported to Vue
