When using the MinervaNeue skin the "Show IP" button does not appear on Special:History or Special:MobileDiff, even when the user has the right and has enabled the preference.
Whether to show the "Show IP" button should be discussed and decided. If not, this means users of this skin will be unable to show temporary account IPs on mobile. These are to be shown for Vector users per T326397 and T326392.

Neither of these pages exist any more as part of T358293.
I'm not sure what this means for this ticket - but could you please take a look and update the description if the issue still exists?
It's possible the code is there just display: none which should be easy to fix.
Tested locally and the pages which load for mobile users when using the diff and history pages show the Show IP button.
