Details at the (currently restricted task) at T340713#8986684, but what the change comes down to is that XHGui will now be deployed as a static read-only frontend directly on the webperf* hosts, which already run Debian 11 Bullseye.
Once T340713 is resolved, the xhgui VMs (which run Debian 10 Buster today) will be unreachable/unused and can be deleted without replacement.
