Expose 'sfsblock-bypass' to global groups

Description

Since MediaWiki-extensions-StopForumSpam is not enabled everywhere (and not on Meta-Wiki either) its sfsblock-bypass right needs to be exposed via CommonSettings so stewards can assign it to CentralAuth global groups that require it. Currently, es.wikiversity is using StopForumSpam in "enforce" mode, which is blocking even admin actions from users that happen to be using an IP address in SFS's blacklist (not sure if this is intended, but that's for a separate task to figure out).
