You can replicate the issue by running general fixes against [[User:GoingBatty/SandboxConstitution]]

Could the general fixes please be tweaked to prevent this from happening in the future?
Maybe general fixes could be changed to ignore this issue when the unbalanced braces are within a citation title parameter?
