Re-use dialog sometimes shows empty references without an explanation

Description

While working on T334075 (and partialy T334074) we have seen somewhat broken/incomplete citation dialogs like this:

The same references are rendered as follows at the bottom of the article:

This is obviously not much more than a workaround (even mentions that it is meant to be temporary). The actual solution would be to actually preview the content of the reference. But this is a whole different issue, discussed in T334075. As long as this is not fully implemented it should at least be consistent. In today's story time we discussed possible improvements but settled on just reusing the existing message as it is.
