The "Previous", "Next" and "Index" icon on a page have different height compared to other links inside the nav

So when I hover on these buttons (especially for vector-2022 skin), the baseline of the nav will move down a little bit. Before hover on it, its computed height is 40.29px, and the hover action create an extra 2px bottom border
