labs/libraryupgrader: https://gitlab.wikimedia.org/repos/ci-tools/libup
labs/libraryupgrader/config - how do we keep the permissive mediawiki ACL for this repo?

Then:

set up new CI pipeline
migrate web image autobuilding with blubber to the new thing
review open patches, porting them to gitlab MRs or close
notify past contributors/collaborators of the switch
Update the instances to clone from the new repo
archive the old Gerrit repo

Enable trusted runners for LibUp

Since this was filed, there's now a mediawiki ACL/repo group in GitLab – https://gitlab.wikimedia.org/groups/repos/mediawiki/-/group_members – which could be used to migrate the config repo whilst maintaining access.
