Feature summary:
The "complete %" indicator shown in the <languages> bar should use a different design for translations that are 100% complete.
It currently uses the same design for translations that are 75–100% complete.

Use case(s)
As a reader, I want to be able to glance at the <languages> bar and determine if a language is fully translated or only partially translated.

Benefits:
Clearer highlighting of missing-translations, thus enabling readers to more easily help out.
