Description

We want the community to test the improved language fallback UX. For this test, we need Test Wikidata to run in the full rollout configuration (and not in the soft rollout configuration).

Acceptance criteria:

The full-rollout mode can be validated on test.wikidata.org

Notes:

see T339104 for info about the soft rollout flag
- soft rollout: mulis only shown in the “in more languages” section of the desktop termbox, if there are any existing mul terms
- full rollout: mulis always shown as the last language in the “in more languages” section of the desktop termbox, regardless of whether there are any existing mul terms or not
