Most recently in 2004, right? (If https://en.wikipedia.org/wiki/User:Graham87/Page_history_observations is correct) I'd say the last 19 years are a much more accurate picture than the first 3 years here.

Saying "it may happen" is accurate whether it happens or not.
Saying "it will not happen" is only accurate if it does not happen.
Even if it is unlikely to happen we lose nothing by saying it might. Especially since we cannot predict what technological, legal, societal and environmental changes might happen in the future.
