Since the app is planning to migrate its codebase from Gerrit to Gitlab, it makes sense to have a custom CI script to run for building/testing stuff of a newly made PR(patch in Gerrit)
This would also be helpful, as Wikimedia currently doesn't support node-18 for testing in browser (CI), so in the custom CI, we would be testing the tool against node-18 container (as the service has been updated to node-18)
