Allow users to manually request iThenticate reports

Whether from the Copypatrol UI or elsewhere, allow trusted users to manually request an iThenticate report on a Wikipedia article.

Use case(s) (list the steps that you performed to discover that problem, and describe the actual underlying problem which you want to solve. Do not describe only a solution):
When dealing with copyright problems elsewhere on Wikipedia, often the Copyvio's tool fails on more complex cases such as those involving PDFs or archived web pages. This would allow better and more thorough checking of complex articles for copyright violations.

Benefits (why should this be implemented?):
iThenticate has a vast database of paywalled articles to compare, as well as sites crawled from a while back that would be difficult to identify otherwise.

I understand there may also be an issue with this causing too many requests per T305318, so maybe locking it to sysops, users with over 100 reviews, etc would be best if implemented.

Marking as low priority due to the volume of subscribers and activity. It's unclear how many articles are "complex" and how frequently admins or patrollers may be seeking this sort of report.
