Description

What is the problem?

The reportincident-desc message is not defined and shows up in Special:Version as ⧼ReportIncident-desc⧽.

Steps to reproduce problem

Install ReportIncident
Open http://localhost:8080/wiki/Special:Version#mw-version-ext-other-ReportIncident

Expected behaviour: Text should be in the "Description" column that describes the extension.
Observed behaviour: The "Description" column contains an undefined message named ReportIncident-desc
