Steps to replicate the issue (include links if applicable):
- Export some logs with php dumpBackup.php --logs to an XML file
- Import the XML file to another site with Special:Import
What happens?:
On Special:Logs and in the actor table, the actor name's first letter of interwiki prefix is in upper case.
What should have happened instead?:
They are in lower case as specified on Special:Import, like revision importing does.
