Description

Background/goal

After IE11 was officially removed from modern supported browsers, browserslist-config-wikimedia was also updated. Codex is still using v0.4.0, but should use latest v0.5.1 for reflecting said changes.

Have also updated browserslist-config-wikimedia package on npm to v0.5.1 on the way.

Repeating from patch comment, one reason why I put this as WIP patch is that we would explicitly give up IE11 support for CSS-only components.
