We want to receive higher quality suggestions that are easier to action. One way to do this would be requiring an example paywalled content link, so that we can quickly see what content the user wants access to. This also clarifies what kinds of organisations we're looking to partner with - we get a number of suggestions for content that isn't paywalled.
