During a recent DispatchChanges alert, it became clear that there is some information that’s useful to have when responding to alerts, but that’s not specific to any one alert type – things like:

• Check in #wikimedia-operations on Libera Chat (IRC) whether there are any other ongoing problems
• (maybe) check if any users have reported problems?

We should add this somewhere; @Michael suggested putting it on the DispatchChanges alert runbook for now, and later moving it to a shared place once there are more runbooks.
