Description

Current Situation:

All component versions are defined in variables.env
In order to update versions, commit hashes need to updated manually
- This is a error prone, time consuming, manual process

Goal:

Find out how to update the versions of locked upstream components
Make updating upstream versions easy, fast and safe

Acceptance Criteria:

Upstream component versions can be easily updated (within a REL branch).
Upstream component versions can be easily updated on main/master branches of components.
Docker base image versions can easily be updated.

does dockers build cache "see" env var changes to flush the build cache
