[toolforge-cd] gitlab-ci refactor

Description

move create_release.yaml from only_image_publish.yaml and only_helm_publish.yaml into test_and_helm.yaml and test_and_image_and_helm.yaml.
This is a more logical order and makes it easier to understand how the toolforge-cd works.
