The query "site:wikifunctions.org nato phonetic alphabet" does not return a search result for https://www.wikifunctions.org/view/en/Z10970
It seems like it is not even indexed. Would be good if we could check with the search console what's going on here.

True, but to the best of my knowledge, Google knows how to run JavaScript for indexing pages.
The search console says this page is simply unknown to Google.
I requested indexing and saw this:
"Page cannot be indexed: Excluded by ‘noindex’ tag"
A month later, the robots fix doesn't seem to have had an improvement. Sending back for analysis.
