The bot will be used by corto to create/update tasks

Create the phabricator user @corto - see https://www.mediawiki.org/wiki/Phabricator/Bots
Make sure the user is in trusted-contribotors and wmf-nda groups

Is this done? Is this used?

It is done, I don't know if it is used as I'm no longer part of ONFIRE. Perhaps @jhathaway or @Eevans can speak to that
