Additional spike coming out of T354952

Description

As an additional metric for Metrics Platform, we should determine how many instruments are/were created on average per year (quarter?) as a whole (and ideally how long they took), and how many instruments are created via Metrics Platform over time.

There might be some redundancy if upcoming Control Plane work encapsulates all WMF instrumentation inclusively (not sure this will include historical data or just present/active instruments). However it could be helpful to know this data in the effort to capture baseline metrics for MP to see how these numbers change over time to track adoption.

Acceptance Criteria

• We have an idea of how many instruments have been created per timeframe in the past and present (it would be interesting too if we could document approximate development times)
• We have a way of capturing how many instruments are developed via Metrics Platform going forward (historical and present)
