About Widget: Replace description cdx-text-input and use cdx-text-area instead

Description

We want to use text areas for the description field.

This task should make the same changes in the About Widget edit dialog.

Replace cdx-text-input with cdx-text-area
Make sure the character counter has explicit styles that allow it to be flipped when RTL
