Create user preferences for hiding CentralNotice banners

Description

We should create 2 new user preferences:

  • Hide all fundraising banners
  • Hide all non-fundraising banners

Each should be a simple checkbox.

This seems like the sort of thing that belongs in a gadget or userspace, not a preference. If enough folks think the banners truly need to be hidden to merit a preference, perhaps there's something wrong with the campaigns or the banners themselves, as ones that are completely irrelevant to users shouldn't be shown to them at all, and such...
