Keep in mind btw that since T280531: Enable partial action blocks on all Wikimedia production wikis and in MediaWiki by default local sysops already can block users from (re)uploading files and that doesn’t require having a user group (via https://www.mediawiki.org/wiki/Anti-Harassment_Tools/Action_Blocks). I see that the proposal removes autopromotion entirely, but just want to make sure that the decision-makers in the community are aware of this opportunity.
