Setup a local development environment with the Metrics Platform Instrument Configurator (MPIC) application scaffold and a database.

Acceptance Criteria

Dockerfile + docker-compose.yml for frontend + backend
Dockerized container provides api endpoints, frontend routes, data store with sample data
