Improve the 'new item' functionality

Description

Currently it's only possible to follow a "Create new item" link when there are no search results. But if none of the search results are correct, then people often want to create a new item.

The 'new item' link should be added at the end of the search results.

The previous toast notification that was used to show the 'new item' link was replaced by the main dialog window as part of T356836.

This is done, and there should now always be a way to add a new item when the dialog is shown on pages that are not yet linked to Wikidata.

I can confirm that the "Create new item" button appears at the bottom of search results when there are matching wikidata items.
