When notifying an editor of a speedy deletion nomination of an attack page, don't include the page's title

Description

Currently, speedy deletion nominations of attack pages leave a notice on the creating user's talk page with the same topic title as for other speedy deletion nominations - "Speedy deletion nomination of [page name]". This request is to consider using a different topic name, which doesn't include the page's title, when the reason for the nomination is it being an attack page -- as the title of the page itself may be an attack.

The {{db-attack-notice}} template on the English Wikipedia currently includes a generic section header, and doesn't include the name of the nominated page. In addition, the NPF version of that template on enwiki also excludes the page's title. My suggestion is therefore that PageTriage doesn't include the title of an attack page by default in the notification sent to its creator.

T362477: Use standard deletion tag user talk message templates instead of custom ones would fix this bug, since the standard templates include the heading, and correctly obscure the heading if it's tagged as G10. Sandbox example.
