As part of T360471: Growth features: Migrate Suggested edits from Special:EditGrowthConfig to Community configuration 2.0, we created Special:CommunityConfiguration/GrowthSuggestedEdits as a form for managing Suggested edits configuration. The form works (makes it possible to define how Suggested edits work like), but the configured data is not used at all, as PageConfigurationLoader is always using MediaWiki:NewcomerTasks.json and loading it directly.

Within this task, we need to make Special:CommunityConfiguration/GrowthSuggestedEdits actually change how GrowthExperiments behaves. We will do this by replacing the custom loading logic with a callout to MediaWiki-extensions-CommunityConfiguration.
