Enabling the CPU performance governor on our 110 Elastic hosts (~55 each in CODFW and EQIAD) will increase power usage. Before we do this, we want to make sure that there's enough benefit to increase the extra power usage.

Creating this ticket to:

• Devise a test to measure Elastic performance on R450 or later chassis (these are the ones that seem to benefit from the performance governor per T336443 ).
• Execute the test and based on its results, decide whether or not to move forward.
