Description

User story: As an administrator, I would like to configure whether Automoderator uses the 'minor edit' flag when making its edits, so that I can control how visible its edits are on my project.

We know that some anti-vandalism bots use the 'minor edit' flag when making their edits, whereas others don't. We can infer that different communities will want these different options for Automoderator. We could provide a configuration to determine, per wiki, whether the 'minor edit' flag is used for Automoderator's edits.
