Terms of Use title should move to the right-hand side for RTL languages

Description

Given I'm a user logged into the Wikipedia Library who is accepting terms of agreement, and I have selected a language that reads RTL, I should see the Terms of Use title on the right hand side.

Left to Right

Expected Behavior:
The title should move to the right side instead of staying in the same location as it is on Left to Right.
